In the preventive and planned conservation strategy, the conservation plans cannot remain formal exercises but should be applicable as operative and management tools. In this way, there is a need to define authorization and execution procedures, moving from a focus on the only "orthodox" model (restoration), to a multi-annual management of listed architectural heritage. In the last years, this innovative approach has been addressed, accepted and validated in the conservation discipline, as suggested in the conference call. However, into the operative sector this change implies a cooperative attitude of all actors involved, that have to assess, manage and share many different and interchangeable information through suitable tools. About this aspect, the Ministry of Cultural Heritage and Activities and Tourism provides a form to submit the applications for "any kind” of action subject to authorization, but it’s totally inappropriate referred to this innovative process. Not all the "actions" are the same: a restoration is not comparable to a planned conservation activities. The paper investigates the criteria and the quality standards required for authorization, execution and implementation of conservation plans, following the suggestions of Heritage Code (L. Decree n. 42/2004, see point 5 of art. 29). Besides, others important references are the information contained in the public works legislation (L. Decree n. 163/2006) and the results of professional and research experiences.
